Montesano - WWTP Wynoochee River Bank Protection Project

Update from Matt Kastberg (Parametrix)     3/29/2017

Summary from Matt Kastberg following 3-24-2017 on-site meeting with WDFW, Ecology, GHC, and City of Montesano on where we're at and where we're headed (see attendees list here). 

1.  Materials - Rick Hermes (Engineer) confirmed that 50-60’ steel sheets are readily available… so material doesn’t seem to be a constraint if we decide to proceed with the sheet pile option.  Obviously, the sheet piles would be part of a greater plan that could include some combination of engineered logs structures, in-river piles, opening relic channels and/or river training.  I doubt we’ll be able to construct any in-water engineered log structures this summer so that gives us time to procure logs for future phases of this project.

2.  Drone video of site – We’ve collected drone video of the site including the relic channels, the river, WWTP and potential staging areas for construction.  The video will be shared with the USACE tomorrow (see item 7 below) and will be a valuable point of reference for project support and planning.  Here is a YouTube link to the drone footage… https://youtu.be/UUN2-YsMy3Y

3.  Wetland delineation – Shane Phelps (Environmental Planner) is coordinating wetland delineation. We’re delineating any potential wetlands and associated buffers that would be impacted or need to be avoided based on a general assumption of the extents/length of the sheet piles, as well as collecting OHWM data for Sylvia Creek and the north bank of the Wynoochee River.

4.  Survey – Bathymetry and ground topography including potential construction staging, access and work areas.  We’ll also survey large trees .  We have already surveyed some of this but need to supplement what we have and resurvey areas that have changed (ie river bank and thalweg). We’ll schedule this after the wetlands are delineated so we can pick up any wetland flags.

5.  Rough Design – need basic design concept for modeling.  Rick will hold on this until we have survey and wetland data.  I’ve attached a rough sketch of the preliminary sheet pile alignment (red line) and the engineer log structures (highlighted in yellow).  See here.

6.  Modeling – based on rough design.  Rick and I are currently coordinating with West Consultants to begin modeling.  The modeling will be finished after steps 3-5 listed above are complete so that our modeling assumptions are reasonable. 

7.  USACE – Benn Burke (Sr. Scientist) and Scott Boettcher to meet with USACE on tomorrow (Wednesday).  The purpose of the meeting is to provide an overview of the problem, discuss proposed conceptual solutions/implementation sequences, and understand potential Corp regulatory triggers.

8.  Permitting - Shane is working on a permit matrix for the preliminary project scope by phase (Phase 1 – upland sheet pile, Phase 2- ELJs and bank scalping on south bank across from WWTP, Phase 3 – potential relic channel re-establishment). These phases and elements are subject to change as we gather more information.
