Project Description

Washington State Department of Commerce is used a social marketing/economic behaviors approach to research and identify incentives for developers to go beyond municipal stormwater permit requirements in urban centers. Incentives could be from state and local governments.

With the support of an advisory committee representing cities, counties, local developers, the environmental community, and state and federal agencies, Commerce and the Puget Sound Regional Council:

  1. Conducted and produced a literature search on the effectiveness of, and barriers to, low impact development (LID) in urban centers.
  2. Identified best practices to promote LID to developers and others involved in the development process.
  3. Conducted social marketing research with identified developers and others regarding barriers, motivations/benefits to incorporating LID techniques in urban centers; and 
  4. Published a social marketing report highlighting the results of the research. 
  5. Issued guidance for local governments wishing to provide incentives for developers and others to encourage incorporating LID into projects in urban centers.

Commerce held a kickoff meeting on October 24, 2017 and hired a consultant spring 2018. The consultant will conduct marketing research through fall 2018, and published results, guidance, and recommendations in spring 2020.
