CITY OF WESTPORT FLOOD HAZARD MANAGEMENT PLAN

DESCRIPTION OF THE PROJECT:

The City of Westport in Grays Harbor County, Washington contracted with Gray & Osborne, Inc. to prepare a Comprehensive Flood Hazard Management Plan. The planning area is the entire area within the jurisdictional limits of the City of Westport. This Plan was prepared under the direction of the Westport Public Works department.

As part of the Flood Hazard Management Plan, select basins were modeled to identify the locations of flooding problems. The City selected three basins (Basins 1, 2, and 3) for modeling which contained major conveyance elements for stormwater and where flooding problems have been observed in the past (see Figure 1). Each area has been surveyed by Gray and Osborne to provide the basis for the model. 

PLAN GOALS:

To address the overall objective of minimizing the effects of flooding within Westport, the following goals of the flood hazard management plan were established based on the Hazard Mitigation Goals and Objectives from the Grays Harbor County 2024 Multi-Jurisdiction Hazard Mitigation Plan Update. These goals have been vetted with the community as well as the partners listed previously:

Goal 1 – Reduce or prevent future hazard-related injuries and loss of life, property damage, environmental impact, and economic loss caused by disaster incidents.

Goal 2 – Develop and implement long-term, cost-effective, and environmentally sound mitigation opportunities and projects which address all hazards of concern, with a particular focus on flood, earthquake, tsunami and impacts due to climate change.

Goal 3 – Leverage partnering opportunities through enhanced community capabilities by increased public awareness and readiness.

Goal 4 – Promote disaster-resistant communities including diversity, equity, inclusion and environmental justice.
