Transportation Funding Sources

QUADCO receives Transportation Alternatives Program (TAP) funds from WSDOT for regional distribution through a competitive application process. TAP monies can be used for non-motorized transportation projects, including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and improved mobility, community improvement activities, and environmental remediation; recreational trail program projects; and federally funded safe routes to school projects. When funds become available, a "Call for Projects" announcement will be listed under the "What's New" tab. 

It is recognized that some regionally significant needs will be difficult to fund, therefore consideration of alternative sources of funding must be found. Below is a non-exhaustive list of additional funding sources for other transportation related projects.

US Dept of Agriculture Rural Development Program assistance is provided in many ways, including direct or guaranteed loans, grants, technical assistance, research and educational materials.
US Dept of Transportation Federal Transit Administration The Federal Transit Administration (FTA) is an agency within the United States Department of Transportation (DOT) that provides financial and technical assistance to local public transit systems. The FTA is one of ten modal administrations within the DOT.
US Dept of Transportation Surface Transportation Program The Surface Transportation Program (STP) is the most flexible of all the highway programs and the one that provides the most financial support to local agencies. Projects eligible for STP funding includes highway and bridge construction and repair; transit capital projects; and bicycle, pedestrian, and recreational trails. WSDOT allocates STP funds to each individual County Lead Agency within QUADCO.
Washington State County Road Administration Board County road improvements funded through County Road Administration Board (CRAB) come in two styles; pavement preservation through the County Arterial Preservation Program (CAPP), and construction of capacity, geometric, and safety improvement through the Rural Arterial Program (RAP). Both are funded from the statewide fuel tax.
Washington State Freight Mobility Strategic Investment Board The Washington State Freight Mobility Strategic Investment Board (FMSIB) is held accountable to create a comprehensive and coordinated state program to facilitate freight movement between and among local, national and international markets which enhances trade opportunities. The Board is also charged with finding solutions that lessen the impact of the movement of freight on local communities.
 Washington State Safe Routes to School

The purpose of the Safe Routes to Schools program is to improve safety and mobility for children by enabling and encouraging them to walk and bicycle to school. Funding from this program is for projects within two-miles of primary, middle and high schools (K-12). 

Washington State Transportation Improvement Board The Washington State Transportation Improvement Board (TIB) funds high priority transportation projects in communities throughout the state to enhance the movement of people, goods and services. TIB is an independent state agency, created by the Legislature that distributes and manages street construction and maintenance grants to 320 cities and urban counties throughout Washington State. Funding for TIB's grant programs comes from revenue generated by three cents of the statewide gas tax.
Washington State Municipal Research and Services Center Municipal Research and Services Center (MRSC) dedicates a web page to assist Washington local governments in locating and obtaining federal, state, and private foundation grants. It includes resources on grant writing and grant administration as well as general information sources. 
Washington State Washington Trafffic Safety Commission Washington Traffic Safety Commission provides traffic safety grants to state and local government, law enforcement agencies, schools, and non-profit organizations.
