Application/Selection Process
Individuals interested in applying for one of the three Flood Authority appointed Board positions must submit the following by email to Scott Boettcher (scottb@sbgh-partners.com) no later than 5:00 p.m., March 15, 2017:
  • Statement of Interest and Experience (limit to 4 pages or less).
Note: All information to be considered by the CRBFA must be submitted by email as the CRBFA will not be conducting interviews.
  • February 17, 2017 – Announcement seeking qualified candidates for Board positions.
  • March 15, 2017 – Application submittals due no later than 5:00 p.m.
  • April 20, 2017 – CRBFA reviews and selects three Board positions.
  • May 1, 2017 – Three Board positions are in-place.

Board Member Qualifications:
Board members should possess one or more of the following as listed in RCW 43.21A.731 (statute creating the Board):
  • Expertise necessary to provide strong oversight for implementation of Chehalis Basin Strategy.
  • Extensive knowledge of local government processes and functions.
  • Understanding of issues relevant to reducing flood damages and restoring aquatic species.
Office of Chehalis Basin:
In 2016 the Washington State Legislature created the Office of Chehalis Basin to “aggressively pursue implementation of an integrated strategy and administer funding for long-term flood damage reduction and aquatic species restoration in the Chehalis river basin.
Chehalis Board:
In addition to the Office of Chehalis Basin, a new Chehalis Board is created.  Four members of the Board are to be appointed by the Governor; three members are appointed by the CRBFA.  Board is responsible for:
  • Overseeing implementation of the Chehalis Basin Strategy.
  • Developing biennial and supplemental budget recommendations to the governor.
Chehalis Basin Strategy:
The purpose of the Chehalis Basin Strategy is to achieve long-term flood damage reduction and aquatic species restoration in the Chehalis River Basin.  See http://chehalisbasinstrategy.com.  Appointees to the Board will build on previous work of the Governor’s Chehalis Basin Work Group.  The Work Group was convened by Governor Gregoire in 2012 to represent the broad range of interests in the Basin.  The Work Group provided recommendations to the Governor on work plans and budget for the Chehalis Basin Strategy.  Their work formed the foundation for investigating long-term approaches to reducing flood damage and improving habitat, along with on-the-ground early action projects to advance these objectives.

Other details regarding anticipated Board operations:
  • Frequency of meetings: Monthly meetings of the Board are anticipated, with additional work sessions likely when needed to address specific issues related to Strategy implementation.
  • Staff support: Staff support is provided by the Department of Ecology.  For administrative purposes, the Board is located within the Department.  In addition, the directors of five State natural resources agencies will serve on the Board as ex-officio members.
  • Compensation: Compensation of up to $100 per day for meetings and other Board activities is available for Board members that are not State employees.  Travel expenses for all Board members may be compensated under State guidelines.
