Welcome to the EZView page for Ecology's implementation of Chapter 173-408 WAC – Landfill Methane Emissions. We will share guidance and other information on how to comply with the landfill methane emissions rule on this page. 

Annual Reporting

Annual reports, as required by WAC 173-408-170(3), are due to Ecology and the applicable local clean air agency (local authority) starting next year. The reports are due by April 1 of every year, and the first report is due by April 1, 2026. Ecology has developed the Methane Emissions Monitoring & Reporting (MEMR) platform, which will be used by owners or operators of MSW landfills to submit required annual reports. More information on MEMR can be found in the next section on this page.

MEMR

Ecology held its first training on how to use the MEMR electronic reporting system to submit annual reports on December 4, 2025. As mentioned above, annual reports are due by April 1 of every year, starting on April 1, 2026.

Ecology also offered a MEMR training for local clean air agency staff on February 24, 2026 and an additional training for MSW landfill owners or operators on February 26, 2026. A recording of the February 26 training is attached below in the "Documents" section ("MEMR software training") of this page, as well as the PowerPoint slides from the training ("MEMR training slides"). Ecology will post additional slides and guidance documents on MEMR under this section as they become available. 

Implementation Guidance

Ecology published draft implementation guidance on April 30, 2025, and opened a 30-day comment period to gather comments from the public on how this guidance document can be improved to best assist regulated parties. Ecology is still finalizing this guidance document. Once it is finalized, Ecology will send out a notification to interested parties and upload the guidance document to the "Documents" section below.

Rulemaking Resources

Chapter 173-408 WAC – Landfill Methane Emissions was adopted on May 13, 2024, and the rule went into effect on June 13, 2024. To access existing rulemaking documents and other resources, click on this link.

Landfill Methane Emissions Reduction Grants

Ecology's landfill grants program is providing nearly $10 million dollars in funding to help municipal solid waste (MSW) landfills comply with Chapter 173-408 WAC – Landfill Methane Emissions. Owners and operators of MSW landfills who must comply with the landfill methane emissions rule are eligible to receive a portion fo this grant funding to assist in compliance with the rule. 

The application period for this grant opened one August 6, 2024, and closed on October 1, 2024. For more information on this program, and to apply for a grant, please visit the Landfill methane emissions reduction grants webpage.

These grants are paid for by funds from the Climate Commitment Act.
