Annual Reporting
Annual reports, as required by WAC 173-408-170(3), are due to Ecology and the applicable local clean air agency (local authority) starting next year. The reports are due by April 1 of every year, and the first report is due by April 1, 2026. Ecology is currently developing a Methane Emissions Monitoring & Reporting (MEMR) platform, which will be used by owners or operators of MSW landfills to submit required annual reports. Ecology anticipates issuing guidance on annual reporting later this year, ahead of the reporting deadline.
Initial reports, as required by WAC 173-408-170(1) and WAC 173-408-170(2) were due by Wednesday, September 11, 2024.The attachments under the "Documents" section of this page below provide guidance on how to comply with the rule's initial reporting requirements. This includes guidance on how to register for and use Ecology's new electronic reporting platform: Methane Emissions Monitoring & Reporting (MEMR).
Rulemaking Resources

Landfill Methane Emissions Reduction Grants
Ecology's landfill grants program is providing nearly $10 million dollars in funding to help municipal solid waste (MSW) landfills comply with Chapter 173-408 WAC – Landfill Methane Emissions. Owners and operators of MSW landfills who must comply with the landfill methane emissions rule are eligible to receive a portion fo this grant funding to assist in compliance with the rule.
