Welcome to the EZView page for Ecology's implementation of Chapter 173-408 WAC – Landfill Methane Emissions. We will share guidance and other information on how to comply with the landfill methane emissions rule on this page. 

Initial reports, as required by WAC 173-408-170(1) and WAC 173-408-170(2) were due on Wednesday, September 11, 2024, however Ecology is still accepting reports. The attachments under the "Documents" section of this page below provide guidance on how to comply with the rule's initial reporting requirements. This includes guidance on how to register for and use Ecology's new electronic reporting platform: Methane Emissions Monitoring & Reporting (MEMR).  

Ecology anticipates issuing additional guidance and resources to assist in compliance of the rule, and these resources will be posted on this page.

Chapter 173-408 WAC – Landfill Methane Emissions was adopted on May 13, 2024, and the rule went into effect on June 13, 2024. To access existing rulemaking documents and other resources, click on this link.

Landfill Methane Emissions Reduction Grants

Ecology's landfill grants program is providing nearly $10 million dollars in funding to help municipal solid waste (MSW) landfills comply with Chapter 173-408 WAC – Landfill Methane Emissions. Owners and operators of MSW landfills who must comply with the landfill methane emissions rule are eligible to receive a portion fo this grant funding to assist in compliance with the rule. 

The application period for this grant opened one August 6, 2024, and closed on October 1, 2024. For more information on this program, and to apply for a grant, please visit the Landfill methane emissions reduction grants webpage.

These grants are paid for by funds from the Climate Commitment Act.
