East Fork Lewis River Alternative Restoration Plan

The East Fork Lewis River and its tributaries are on Washington State's impaired waters list (303(d) list) for warm water temperatures and bacteria pollution problems, which drives the need to develop a Total Maximum Daily Load (TMDL) study, as required by the federal Clean Water Act.

Keeping the watershed clean is important because high bacteria levels increase risks to people swimming, wading, or fishing. High water temperatures also create poor conditions for fish and other wildlife.

Ecology chose to develop this TMDL Alternative Restoration Plan (ARP) in advance of a TMDL to help speed up implementation of best management practices (BMPs) to improve water quality.

The East Fork Lewis ARP is the first plan of its kind to be completed in Washington State, and the first completed in EPA’s Region 10.

The final East Fork Lewis River TMDL Alternative Restoration Plan (ARP) is now published online.

Developing the Alternative Restoration Plan

In 2018, Ecology published the East Fork Lewis River Source Assessment Report, which identified critical areas to improve water quality. Shortly after, the East Fork Lewis River Partnership was launched to work collaboratively with local, state, and federal governments, tribes, nonprofits, and private landowners to develop and implement the Alternative Restoration Plan. Since the Partnership was launched, over 50 different partners from 30 organizations have engaged in East Fork Lewis River Partnership activities.  A public webinar to present the draft ARP was hosted in August 2020, and public comment was solicited through September 2020. Ecology published a Response to Comments Memo in October 2020. Ecology worked with the Environmental Protection Agency to review and complete the plan. The final plan was published in October 2021, and transmitted to EPA for acceptance. EPA formally accepted the plan in November 2021. 

Implementation priorities

Nonpoint source pollution is the main water quality challenge in the East Fork Lewis River watershed causing increased bacteria levels and warm water temperatures. Priorities for long-term implementation include addressing water quality impacts from septic systems, agriculture, and stormwater, and enhancing riparian restoration and streamflow restoration efforts in the watershed.

What does the Alternative Restoration Plan include?

This ARP identifies strategies and implementation actions to address warm water temperatures and bacteria pollution problems for 38 impaired segments on the 2012 Water Quality Assessment (303(d) list). These were identified as priorities under the national measure WQ-27.

Together with the Source Assessment Report published in 2018, and the Bacteria Monitoring and Nonpoint Source Identification Report completed in 2020, the East Fork Lewis ARP identifies causes of water quality impairments and pollutant sources, and estimates the pollution reductions needed to meet water quality standards. The Plan also describes the implementation needed to reduce sources of pollution, and outlines the technical and financial assistance needed. The Plan includes an education and outreach strategy, implementation schedule, criteria to measure progress, and a monitoring plan to evaluate effectiveness of implementation efforts. 

What happens next?

With the development of this ARP, all category-5 temperature and bacteria listings in the East Fork Lewis River will be changed to a new category 5-alt listing in Washington State’s Water Quality Assessment and in the Environmental Protection Agency’s ATTAINS database. This new assessment category indicates that an Alternative Restoration Plan has been developed by Ecology and accepted by EPA, and that there is a plan in place to improve water quality in the watershed.

Measuring progress and monitoring effectiveness

Ecology believes that implementing the actions outlined in this ARP will result in the achievement of bacteria and temperature water quality standards. Effectiveness monitoring will be the primary tool used to assess progress towards meeting water quality standards.

Temperature monitoring and E. coli monitoring are the main parameters that will be used to evaluate progress. Effectiveness monitoring will be completed through the new Poop Smart Clark pollution identification and correction program, and through existing stream health monitoring completed by Clark County. Pollution Identification and Correction monitoring is scheduled to be implemented regularly through 2025, and stream health monitoring is anticipated every five years starting in 2025. 

Clean water goals

Ecology’s goal for the East Fork Lewis River is to achieve bacteria water quality standards by 2035, and temperature water quality standards by 2055. A longer timeline has been established for temperature to allow enough time for trees to reach their site potential tree height. If water quality standards are not achieved through implementation actions outlined in this ARP, then a formal TMDL will be required in the watershed to comply with the Clean Water Act.  Ecology will use effectiveness monitoring results to determine if a formal TMDL is necessary for bacteria in 2035, and for temperature in 2055.

The long-term vision of the East Fork Lewis River ARP is to achieve clean water, meet water quality standards, and support beneficial uses for people, fish, and wildlife. 

What you can do for clean water 

Multiple new projects and programs are underway to improve water quality, including the new Poop Smart Clark pollution identification and correction program, which has funding through Ecology’s Water Quality Combined Funding Program. Intended outcomes from this new program include 1,965 direct mailers to landowners, door-to-door outreach to 400 landowners, 350 septic system inspection rebates, and 140 rebates for septic tank pumping. Site visits and technical assistance to 30 agricultural landowners with livestock will also be completed. Conservation planning and implementation of water quality BMPs will occur using funding from other sources.

If you are interested in helping improve clean water in the East Fork Lewis River watershed, we encourage you to get involved! Ecology and local partners are looking for opportunities to work with landowners with agriculture and livestock, septic systems, challenges with pet waste, or opportunities to plant trees on your property. More information is listed below. 

  • Agriculture and livestock: Agricultural landowners with livestock can help protect clean water by implementing BMPs that keep animals and manure out of the water. These BMPs may include installing livestock exclusion fencing, or making improvements to pastures, feeding areas, and other heavy use areas. Installing off-stream watering facilities or manure management BMPs may also help improve water quality. Contact Poop Smart Clark or Clark Conservation District to learn more about your options.
  • Septic systems: Homeowners with septic systems in the East Fork Lewis River and its tributaries can help protect clean water by having your septic system inspected every three years and pumped every five years. If your septic system is failing and needs repair or replacement, there may be resources available to help you. If you are located near public sewer services, you may also be eligible to connect your home to sewer. Contact Poop Smart Clark or Clark County Public Health to learn more about your options.
  • Tree planting: Planting trees or installing backyard habitat on your property can help lower warm water temperatures, which is important for water quality and salmon recovery. Landowners with property located on the banks of the East Fork Lewis River and its tributaries are the highest priorities for riparian restoration. There may be resources available to help plant trees on your property.
  • Pet waste: Pet waste is a major source of bacteria pollution in watersheds. If you own a dog, cat, or other domestic pet, it is important to scoop their poop! Bagging pet waste and throwing it in the trash can help keep your local swimming hole clean and safe from pollution. Learn more about best practices for pet waste from Poop Smart Clark or Clark County’s Canines for Clean Water Program.
  • If you see something, say something: Environmental organizations rely on residents and recreationalists in watersheds to be the “eyes and ears” for the environment. If you observe a water quality concern, you can report an environmental issue online. You may also report an issue by emailing swroerts@ecy.wa.gov or calling 360-460-6300.
  • Connecting to local environmental organizations: There are multiple organizations working to protect clean water in Clark County and in the East Fork Lewis River watershed. If you need help on your property, or if you are interested in volunteering, donating, learning, or getting involved with environmental projects that help protect local rivers, you may contact an environmental organization that works in this area.
