Ecology’s Refrigerant Transition Task Force

Welcome to the EZView page for Ecology's implementation of Hydrofluorocarbons – Emission Reduction law in chapter 70A.60 RCW. This legislation requires Ecology to regulate hydrofluorocarbons (HFCs) and other high global warming potential (GWP) gases used as refrigerants, foam blowing agents, and propellants in products and equipment in Washington.

Currently, Washington is working to implement amendments to the law as adopted in the Engrossed Second Substitute House Bill 1462 (2025). The bill amends chapter 70A.60 RCW as follows:

• Adds and updates definitions in chapter 70A.60.010.
• Adds new sections
  • 100 – Prohibition on bulk hydrofluorocarbons – Rulemaking – Exceptions – Penalties.
  • 110 – Refrigerant transition task force.
  • 120 – Transition to refrigerants with low global warming potential-Rulemaking.

Ecology announced rulemaking on DATE and has appointed the Refrigerant transition task force. The task force is working to provide a draft report for public comment by June 1, 2027. The final report will be published and submitted to the Legislature in December 2027.
