HFC/Refrigerants Leaking Equipment in Washington Report

Welcome to the EZView page for Ecology's development of a refrigerant management program. We will share information and draft documents on this webpage as we implement Section 9 of Engrossed Second Substitute House Bill 1050 (2021).This section of the legislation requires Ecology to establish a Refrigerant Management Program to apply to equipment containing 50 pounds or more of regulated refrigerants.  This program must be preceded by a report to the appropriate committees of the legislature by the department estimating leakage of refrigerants from existing systems in Washington covered by the Refrigerant Management Program.

Ecology is working to provide this report to the Legislature in December 2022.

Ecology hosted a Webinar on July 27, 2022 and reviewed preliminary estimations, and emission factors and methodologies used to calculate the leakage from equipment in Washington.This report to the legislature is one part of the rulemaking for the Engrossed Second Substitute House Bill 1050 of 2021.
