User Guides

Producers and suppliers of regulated fuels to Washington consumers must participate and register in the Washington Fuels Reporting System (WFRS) and Alternative Fuel Portal (AFP). Guidance on how to register accounts and fuel supply equipment, and how to apply for a fuel pathway.

• WFRS-CBTS User Guide – This user guide gives instructions about how to register for an account in Washington Fuels Reporting System - Credit Bank and Transfer System
• AFP User Guide – This user guide gives instructions about how to register for an account in the Alternative Fuel Portal
• Fuel Supply Equipment Registration User Guide -- This user guide gives instructions about how to register FSE in WFRS

 Forms

• WFRS-CBTS Administrator Designation Form – This form is part of the WFRS-CBTS registration process
• Aggregator Designation Form – This form approves designation of a third-party aggregator
• AFP Administrator Designation Form – This form authorizes an organization's account administrator for the alternative fuel portal. 
• AFP Attestation Letter – This form is required for all fuel pathway applications in the Alternative Fuel Portal
• Biomethane or Biogas Attestation Letter – This form is required for all Tier 1 fuel pathway applications involving biomethane or biogas in the Alternative Fuel Portal
• Temporary Fuel Pathway Request Form – This form is required for all temporary fuel pathway applications
• WFRS-CBTS Account Closure Form – This form should be used to close an existing WFRS-CBTS account

Templates

• Fueling Supply Equipment (FSE) Registration Template – This template is required for all FSE registrations
• Fueling Supply Equipment (FSE) Detail Sheet Template – This template is required for FSE registrations involving eCHE, eGSE, eOGV, eTRU, Forklifts, or EV Trucks (Yard Trucks)
• Clean Fuel Standard Obligation Calculator - This template allows participants to estimate credit/deficit amounts
• Marketable Crude Oil Name (MCON) Reporting Template - This template must be submitted by producers of gasoline or diesel fuel each quarter as an attachement to the CFS quarterly report in WFRS.

Fast Charging Infrastructure (FCI) Pathway Documents

• FCI Application Template - This template is required for all FCI pathway applicants
• FCI Application Upload Guidance - This document contains instructions for submitting an FCI application in WFRS
• FCI Cost and Revenue Reporting Template - Participants claiming FCI credits are required to submit this template each quarter as a supplemental document to their quarterly report in WFRS

FCI applications can be approved until estimated potential FCI credits from all approved applications exceed 2.5 percent of deficits in the prior quarter. The table below shows the prior quarter deficits and will be updated quarterly. The estimated protential FCI credits will be updated as applications are approved.
