• Clean Fuel Standard’s Benefits for Owners of Electric Vehicle Charging Stations - Interested in the CFS? This document gives an overview of how owners of EV charging stations can join the program and earn credits as an extra source of revenue for your clean transportation investments.
• Opt-In to Earn Clean Fuel Standard Credits - An overview of ways to generate CFS credits, primarily for electric utilities interested in claiming credits for EV charging.

Producers and suppliers of regulated fuels to Washington consumers must participate and register in the Washington Fuels Reporting System (WFRS) and Alternative Fuel Portal (AFP). Guidance on how to register accounts and fuel supply equipment, and how to apply for a fuel pathway.

• WFRS-CBTS Administrator Designation Form – This form is part of the WFRS-CBTS registration process

• AFP Administrator Designation Form – This form authorizes an organization's account administrator for the alternative fuel portal. 
• AFP Attestation Letter – This form is required for all fuel pathway applications in the Alternative Fuel Portal
• Biomethane or Biogas Attestation Letter – This form is required for all Tier 1 fuel pathway applications involving biomethane or biogas in the Alternative Fuel Portal
• Temporary Fuel Pathway Request Form – This form is required for all temporary fuel pathway applications

• Fuel Supply Equipment (FSE) Detail Sheet Template – This template is required for FSE registrations involving eCHE, eGSE, eOGV, eTRU, Forklifts, or EV Trucks (Yard Trucks)
• Clean Fuel Standard Obligation Calculator - This template allows participants to estimate credit/deficit amounts
• Marketable Crude Oil Name (MCON) Reporting Template - This template must be submitted by producers of gasoline or diesel fuel each quarter as an attachement to the CFS quarterly report in WFRS.
• Reporting Template for Residential EV Charging Credit Revenue - This template is for electric utilities to report revenue generated from residential EV charging credits.

Approved LMD-FCI Applications

As of June 10, 2026 there have been a total of 120 sites approved under the LMD-FCI provision, with a total of 416 chargers.

FCI Approved Sites (June 10, 2026)

LMD-FCI applications can be approved until estimated potential LMD-FCI credits from all approved applications exceed 2.5 percent of deficits in the prior quarter. The table below shows the prior quarter deficits and will be updated quarterly. The estimated potential LMD-FCI credits will be updated as applications are approved.

Fuel Pathways

Fuel producers may submit fuel pathway applications to have the life cycle greenhouse gas emissions from their fuel's production and transport to Washington certified with a carbon intensity score.
